WHAT IS A COMPREHENSIVE PLAN?

A comprehensive plan is a vision document that will guide future growth, development, investment, and land use changes within the City of Winder. In the past, this document has been a joint effort with Barrow County. This is the first comprehensive plan that will set Winder apart and outline the unique vision for the City.

WHY IS THE COMPREHENSIVE PLAN BEING UPDATED?

The Barrow County Comprehensive Plan currently includes a small section for the City of Winder. It is important now that the City document and create a plan to implement its own vision for the City. This will be the initial city-specific comprehensive plan for Winder and will be updated every 5 years - a requirement from the State of Georgia.

WHY IS THE ZONING ORDINANCE BEING UPDATED?

The Zoning Ordinance is the implantation tool for the comprehensive plan. This document will be updated along side the comprehensive plan process to address existing needs and to implement the vision developed in the comprehensive plan.

DEVELOPING THE COMPREHENSIVE PLAN

RESEARCH & DISCOVERY

Research and review the existing conditions of The City of Winder.

VISION

The project team will gather input from stakeholders including residents, property owners, and staff about their vision for The City of Winder.

DEVELOP

The community input will help inform policies and guidelines that are included as the comprehensive plan is drafted.

UPDATING THE ZONING ORDINANCE

DIAGNOSTIC REPORT

This document will outline any issues with the current code and how they might be addressed.

The project team will create proposed changes to the code and present them to the public, City staff, and elected officials.

ZONING ORDINANCE ADOPTION

Based on input from the groups listed above, the project team will make necessary changes and take each article in the Zoning Ordinance to be approved by City Council.
